William (Bill) Chapman was born in Singleton on 7 February 1910. He eventually established a carrier business in Penrith. He became an Aldermen of Penrith City Council in 1949 and remained on council until his death on 22 July 1971. <br> He was Mayor from 1950 to 1956 and again from 1961 to 1968. He was also a member of the NSW Legislative Assembly from 1956 to 1969 representing the electorate of Nepean.
