Lisle Freeman Spence was born in Penrith in 1884, In 1907 he married Beatrice Macallum. He became an alderman of Penrith Muncipal council in 1938 serving on council until the end of 1944. He was Mayor in 1942 and 1943. In 1944 he was Deputy Mayor.
