Penrith's ailing building industry is back on the road to recovery, with a 39 per cent increase in the number of new homes approved last year. -But builders have had to go to extraordinary lengths to keep the ball rolling.-Because of a shortage of bricks and bricklayers, most of whom are tied up with Darling Harbour and other large construction projects for the bicentenary, new home construction was under threat of grinding to a halt several months ago.-However, one major builder, A.V. Jennings, with the agreement of Penrith Council, has departed from the traditional method of construction.
