Nepean Shire Council was formed in 1906. It took in areas that included Bringelly, Luddenham and Mulgoa from 1913. Nepean Shire Council was disbanded in 1948 and its C Riding (Mulgoa Council) was amalgamated with Penrith Municipal Council.
