Within the Council's Strategic Plan 2005-2009, a longer term goal was identified to develop Penrith as a cultural hub within Western Sydney. The development of a well-researched cultural planning framework was identified as necessary in order to provide a blueprint for this goal. This document is intended to provide a structure for further action for Council over the next five years and beyond.
