Penrith City Counicl is an enforcement authority and its Officers are required to make decisions and use discretion about appropriate enforcement action when non-compliant issues are identified. These guidlines are based on NSW Ombudsman Enforcement Guidelines 2002 and have been adapted for use by Penrith City Council as a supporting document to its Compliance and Enforcement policy.
