Penrith City Council is committed to improving the liveability outcomes of urban development within the Penrith Local Government Area to address the urban heat island (UHI) effect and changing climate. This paper identifies two key issues and five actions which have the potential to make a significant difference in ensuring urban heat is addressed in new urban development across Western Sydney, that is guided and approved using policy and legislative instruments managed by the State Government.
