The professional urban designer is distant from the ultimate user, and often at odds with the other actors in the decision-making process. The designer may only implement decisions already made, or may wield substantial power, because of his personal prestige and his ability to frame the terms of debate about spatial alternatives. But his concerns are usually seen as skills to be applied after a basic program if fixed and are thus rarely well meshed into the web of decision. Many other professionals and decision makers shape the city environment, with far more aggregate effect, most often without conscious consideration for environmental quality.
