Chapman Gardens was named after William Chapman who was Mayor of Penrith from 1949 to 1956 and again from 1961 to 1968. Chapman Gardens is located adjacent the Great Western Highway in Kingswood along the approach to Penrith, it occupies a strategic area within Penrith City and has the potential to become a valuable city asset. The purpose of this study is to prepare a staged master plan for the development and management of Chapman Gardens
