This draft report represents EDAW's response to the Community and Urban Development Planning Study Brief, commonly referred to as Sub-Brief No 9 of the Main Brief. It presents EDAW's study of the proposed Penrith Lakes Scheme from the perspective of the physical and social opportunities and constraints of the site. The results of the study present methods that if implemented will ensure that the resulting outcome will provide the community, which includes the greater Penrith Valley, with aesthetically sensitive, environmentally responsive and well-integrated facilities, parkland destination, open space systems, residential and commercial development and support structures.
