In the 1990's there was a need to create a new City Council administrative centre and a main library as well as linking these two areas with the Performing Arts Centre and the Plaza shopping centre. Of the twenty-two engineering firms who submitted a proposal, the structural design by Birzulis Associates Pty Ltd was chosen. This booklet, in English and Italian, describes the process of designing and contructing this administrative centre.
