The Metropolitian Strategy for the Region, Cities for the 21st Century, sees centres as strategically sigificant in providing a range of functions from "world city" level to local level. In this context, the Metropolitian Strategy nominates Sydney CBD, Parramatta, Wollongong and Newcastle as primary centres and Bankstown, Blacktown, Campbelltown, Chatswood, Hornsby, Liverpool, North Sydney, Penrith and St Leonards as secondary centres. As part of its ongoing work on centres and retailing, the Department of Urban Affairs and Planning commissioned James Boyce and Associates and Leyshon Consulting to look at the influences on the secondary centres which are located in these areas where significant population growth and change will continue.
