Torton Place is a community of 87 residents that is administered by Housing NSW. With the assistance of NSW Housing, Penrith City Council adn the Penrith Community Care Forum, a working group of Community Services was established to assist the residents of Torton Place. Some of this group of people include the frail aged, people with disability, socially isolated and financially disadvantaged, others with substance problems and without any kind of family or outside support.
