Penrith City Council recognises that the barriers people with disability encounter in participating in community life are not just about the individual or their differing abilities. Disability arises as a result of the interaction between people living with impairments and the physical, attitudinal, communication and social barriers they face in their environment. This draft disability inclusion action plan 2022-26 seeks to address these barriers and outlines Council's priorities for the next four years.
