This report is a Scoping Study for the development of a City Wide Strategy for Children (CWSfC) for Penrith City Council. This report presents the outcomes of research and consultation undertaken for the Study. The aim of the project is to set out the key priorities for Councils City Wide Strategy for Children which will reflect best thinking and practice and guide a holistic approach to planning for children and families for positive early childhood development, health and the establishment of integrated communities for children to grow up in.
