Project 590 was the biggest undertaking ever carried out as a single project in Australia. Initial work was carried out by the Explosives Branch, Department of Defence Production. Architects Stephenson and Turner were consulted in 1954 to get the project

Initial work was carried out by the Explosives Branch, Department of Defence Production. Architects Stephenson and Turner were consulted in 1954 to see if they could get the project completed in 3 years. They designed the factory site, estimated the costs and reported in the feasibility on completing it by the end of 1957. A staff of more than 60 worked nearly 70 a week to complete the architects report in 14 weeks. A 4 volume report was completed 20 April 1955 containing 500 drawings.The Utah Australia td and Concrete Constructions Pty Ltd were appointed prime contractors. Project 590 was built on a six square mile site. First site work commenced in September 1955.
