Outdoor recreation and open space management is a significant facet of local government administration because of its high demand for financial commitment and the contribution the sector makes to the community's physical, social and emotional well being. The purpose of these guidelines is to help councils with the process of preparing open space plans. In the department's Draft Manual for the Preparation of Section 94 Contribution Plans, councils are encouraged to prepare such plans as part of the strategic process.
