In an alternative 1921, in Tulsa, a young black boy manages to escape his town's massacre from white supremacists. In the present, police officers wear yellow masks to protect their identity and they need permission to use their guns. Officer Charlie Sutton is shot by a member of the Seventh Kavalry, a white supremacist group, and Tulsa's Police Chief Judd Crawford -- with the help of Angela Abar, a retired black officer who runs now a bakery and wears a black suit -- tracks the shooter.
