When the President of the United States is involved in a sex-scandal it is up to the White House adviser, Ronnie Bream to cover it up. As the clock ticks, Ronnie joins forces with cutthroat Hollywood producer Stanley Moss in a desperate attempt to divert the country's attention away from the President. They decide to redirect the media spotlight to a war, but lacking a real war, they create one.
