At least one Emu Plains resident is heaving a sigh of relief following a Penrith Council decision to reject a development of five two-storey houses on a block of land at Russell St - The proposal by Osborne Investments was made under State Environmental Planning Policy 5 (SEPP5) which is meant to encourage the development of housing for the elderly and disabled - In rejecting the application, the council report said it was not 'satisfactorily demonstrated through written evidence' that the residents would have access to the 'facilities and support services required in SEPP5' - Resident Paul Moore lives right next door to the Telstra-owned block.
