Study prepared in response to a brief by the department on the construction of an international canoe/rowing course for the Sydney 200 Olympics

Project aim: to develop an indigenous tourist attraction that would benefit the Penrith community socially, economically and culturally, and provide international visitors with an opportunity to experience an authentic indigenous Australian attraction

From 1981 to 1986 Glenn Lee worked for Penrith City Council as a community projects officer and new estates development officer. He draws on these experiences in presenting this paper.
