This document is split into six areas, relating to consultations of the Western Sydney Area Assistance Scheme and community groups to look at how the existing services are meeting community needs and what needs to be done in the future.

The handbook shows how this analysis can provide a basis for the development of neighbourhood planning controls and infrastructure provision.
