This work was commissioned by Penrith Lakes Development Corporation on the 22nd of January 2007. It is a statement of heritage Impact for a new concept plan proposed for the Penrith Lakes Scheme area located in Castlereagh, southwest Sydney, New South Wales.

Provides the technical framework for consideration of the traffic and transport infrastructure requirements and the apportionment of the costs for the projected generations from planned developments in the Penrith and Blacktown LGAs.

Aims to stimulate debate in oder to develop a framework and provide future direction for the role and operations of penrith City Centre and St Marys Town Centre by which Council can effectively respond to changing needs.

The draft Penrith City Centre vision builds on the City's existing strengths and sets the City up for future growth. Penrith is part of a network of 6 key regional cities.

Developed to strengthen the regional position of the Penrith City centre as a multifunctional and innovative centre that encourages employment and economic growth, and provides the planning framework for Penrith to fulfill its role as a regional city.

This report forms a combined rezoning and development application in support of a proposed expansion of the Ampol sevices station site situated on the southern side of the Great Western Highway, St Marys.
