The four men in the photograph have been identified from left to right as Mr Foster, Bob Field, Mick Smith and Burt Hunter. High Street, Penrith, between Woodriff and Station Streets was closed to traffic and converted into a pedestrian mall in 1985. The mall was closed and the street reopened to traffic in September 1996.
