Thomas Richard Smith was born in Mt Druitt on 16 September 1843 the son of Thomas and Jane Smith. Thomas and Jane would later established the Red Cow Hotel at Penrith. Following his father's death, the licence for the Red Cow passed to Thomas Richard. He was also an auctioneer and estate agent and was elected to the New South Wales Parliament as the Member for Nepean. He was an Penrith Municipal Council alderman from 1884 to 1886, 1888 - 1892 and 1899 - 1900. He was Mayor in 1889 and 1890. He married Kezia Colless in 1867 and they had four children. He died on 23 July 1918 at the age of 75.
