St Marys Municipality was declared in 1890, with the council meetings being held in the Protestant Hall on the Great Western Highway. The new council chambers were opened in Mamre Road in 1933. In 1949 St Marys Council amalgamated with Penrith City Council. The building was subsequently used as a Baby Health Centre, St Marys Branch Library, and then a Community Arts Centre. It is a cream brick building with an asymetrical facade, designed around a projecting gabled entry porch.
