Urban Spatial and Economic Consultants Pty Ltd were appointed as consultants to carry out the Fringe Area Business Activity Study on July 1996. A Final report was presented to Council on 21 April 1997. The report provided an assessment of the two types of retailing requested and identified them as Service Retail and Peripheral retail. It provided economic assessment on four peripheral retail options.
