Published biographical information on Charles Carter. Born in Staffordshire, England in 1880 and arrived in Australia in 1911. He and his wife settled in the Castlereagh district. He was a Councillor with both Penrith Municipal Council and Castlereagh Municipal Council. He was elected Mayor of Castlereagh in 1935 and again from 1939 until his death in 1945.
