In 1987 an organization named the Western Philharmonic Society was formed, conceived from an idea of providing an opportunity to perform major Orchestral and Choral works in the Penrith area. In 1988 the Society's Bicentennial Inaugural Concert was held in which the orchestra, conducted by Gerald Williams, performed Rachmaninov's Piano Concerto No. 2 with Gabriella Pusner and Alfred Hill's Symphony No. 2 ''Joy of Life'' with Nepean Choral Society. With the opening of the Joan Sutherland Performing Arts Centre in 1990 the orchestra's name was changed to The Penrith Symphony Orchestra to identify it more closely with the Centre. 1991 the first orchestral subscription series was launched, sponsored by the Penrith Panthers.
