Work will start on Penrith's $1.4 million High Street Mall today despite a last ditch effort by independent Aldermen to delay it. Two separate motions were narrowly defeated in Penrith Council on Tuesday. Construction of the mall by Rennat Constructions is expected to be completed by November.
