The foundation stone was laid by Pat Hills the Minister for Local Government on 24 June 1961, with Sir Iven Mackay opening the hall on 16 September 1961. Mayor William Chapman is seen here with Sir Iven Mackay cutting the ribbon. In 2000, the hall and surrounding buildings were redeveloped as part of the Penrith Valley Cultural Precinct.
