Pioneer was one of many quarrying companies who bought out landowners in Cranebrook in order to mine the large deposits of gravel. They worked with other quarrying companies to create the Penrith Lakes Scheme in order to rehabilitate the land. In 1979, they formed the Penrith Lakes Development Corporation.
