Henry James Fulton Neale was born in 1857, the great grandson of Reverend Henry Fulton, the first chaplain of Penrith. He first wife was Jane Robbins who he married in 1881. Jane died in Melbourne in 1905. His second wife was Elizabeth McLean. He was the founder of Neale's store which operated in Penrith until 1994. He was elected to Penrith Municipal Council in 1908 and served as Mayor in 1909 and 1910. He died in May 1938.
