This report presented a comparison of land use scenarios for the site proposed by Council and the Urban Design Advisory Service (UDAS). Independent advice had been obtained and had identified a number of disadvantage with the UDAS proposal. Council had developed a preferred principles plan and was negotiating with DUAP and UDAS.
