Penrith was declared a municipality in 1871, and, until 1881, meetings were held in various locations around Penrith. A new Town Hall was built in 1881 on the corner of Henry and Evan Street. This house was located next to these chambers. The right hand side of the building was used as general offices and the left side was the Town Clerk's Office. It is believed that it was moved to this location from the Aboriginal mission at Mulgoa. It was demolished in the 1960s, when the new library was built.
