An early moring raid by the Department of Main Roads on High St has left Aldermen furious. Last Monday, DMR workmen slapped a covering of rubberised bitumen and coarse loose gravel on High St. Stunned Aldermen felt such a surface was better suited ti some of the citys outlying roads, and not the middle of Penrith which they hope to turn into a showpiece.
