Special traffic restrictions will apply in High Street, Penrith, on April 3, for the annual 'Head of the River' regatta. Thousands of visitors are expected to flock to Penrith for the big race. Traffic in Penrith was expected to be heavier than usual, because of the opening a few days earlier of the Penrith Plaza.
