A plan to use developers contributions for cultural facilities such as the Joan Sutherland Performing Arts Centre is now on exhibition at Penrith City Council - Section 94 of the Environmental Planning & Assessment Act 1979 enables councils to levy contributions from developers - Currently section 94 monies are used for a range of works including parks, drainage works & libraries.
