Penrith ratepayers will cop a 10 per cent rates rise next year, but those in adjoining Blacktown will not - Penrith is expected to seek state government endorsement next month for a 9.8pc increase - Blacktown mayor Alan Pendleton is adamant his council will not - The rise is included in Penrith Council's proposed 2002-2003 management plan which is to go to full meeting on May 6.
