At the Council meeting on 1 December 2008, the Penrith City Centre Civic Improvement Plan (CIP) was approved as a Section 94 Contributions Plan under the Environmental Planning and Assessment Act 1979. This document reviews the CIP to ensure it is soundly based, that it reflects the current vision of the city centre, provides flexibility and "competes" with other regional city contribution plans. Also looks at City park, Civic precinct, Judges park, Memory park.
