This document is the second in a series of discussion papers developed to support the creation of a Management Plan for the Great Western Highway (GWH) and the surrounding land within the City of Blue Mountains—specifically the stretch between Lapstone and Victoria Pass. The purpose of the Management Plan is to establish guidelines for the future development of the GWH and to shape policies for land use in adjacent areas. It aims to balance the multiple roles of the Highway while respecting the unique natural and cultural character of the Blue Mountains region.
